I will answer the first part of this question.
War leaves terrible scars on the psyches of whole generations that in turn change the way their culture views the world for hundreds of years to follow. War devastates economies and generates future wars (the way the defeat of Germany in WWI lead to WWII. The way the First Gulf War lead to the second, then to the third, etc...)
Wars take useful technologies and bend them to idiotic uses.
